Filing Guidance

Zero FIR Right

You can file an FIR at any police station, regardless of where the incident occurred. It will be registered as a "Zero FIR" (serial number 0) and the police are mandated to transfer it to the correct jurisdiction within 24 hours.

e-FIR Portals

You can submit an initial complaint online through CCTNS or State Portals. Note that for it to become an officially registered FIR, you must sign it in person within 3 days.

If the Police Refuse to Register

Refusing to register an FIR for a cognizable offense is unlawful (per Supreme Court in Lalita Kumari v. State of U.P.).

  1. Escalate to the Superintendent of Police (SP/DCP) in writing or via registered post (Section 173(4) BNSS).
  2. If still refused, approach a Magistrate under Section 175(3) BNSS, who can direct the police to register and investigate the case.

Remember

Always demand and save the free copy of the FIR / acknowledgment number immediately upon registration (mandatory under Sec 173(2) BNSS). This is your primary proof.
